Cardinal Burke, a canon lawyer, rejected rumours that all FSSPX members could be declared excommunicated: "I don’t think that can be sustained". Furthermore, he dismissed the FSSPX's claim of a "state of emergency" to justify episcopal consecrations. While acknowledging serious difficulties in the Church, he insisted that Catholics must remain faithful within the Church: "No situation justifies doing something that is intrinsically evil."
