The German bishops' proposal sought permission to allow lay employees, in the usual exceptional circumstances, to deliver a "homiletic reflection" following the Gospel during the Eucharist. In his reply, Cardinal Roche claims with canon law that the homily is an integral part of the liturgy [only since Pius X] and is reserved to a priest or deacon. He stresses that the reservation of the homily to clergy is not merely a disciplinary norm and does not depend on theological competence or communication skills.
